Plants in 28 Chinese cities may stop or limit production to ensure "Parade Blue"

Recently, a letter issued by a plant showed that, to ensure the good air condition during the National Day’s huge celebration, all manufacturers to the north of Yellow River will have to stop production to reduce the emission from September 01 and customers should stock up in advance in August.
 
Coincidentally, a Beijing company also issued a notice saying that they had received notice from the government that, from August 20 to October 10, all trucks are prohibited inside the Sixth Ring Road. Although there are no clear relevant rules from the official, some companies have issued notices that they plan to stop or decrease the production for the 70th anniversary of the founding of the People's Republic of China.
 
This year is the 70th anniversary of the People’s Republic of China. The military will participate in the celebration of the 70th anniversary of the National Day.
 
For the chemical industry, the most concerned is whether there will be requirement regarding "parade blue" and whether the suspension of production will start again. In the past few years, Beijing-Tianjin-Hebei and other provinces nearby have implemented the suspension of production to ensure good air quality and blue sky during important days of the country as victim.
  
In terms of actual measures, in view of the prominent characteristics of nitrogen oxides and volatile organic compounds in summer, the pollution emissions of motor vehicles and volatile organic compounds from industrial enterprises are the main targets to control. In the scope, we will take into account Beijing and the surrounding six provinces. 
  
During the commemorative activities, all provinces will take motor vehicles, industrial enterprises, coal consumption, dust, etc. as the main control targets and adopt pointed measures to guarantee air quality during the commemoration.
 
A company manager from Hebei province said that, as the National Day approached, some cement companies around Beijing-Tianjin-Hebei have begun to work out the production maintenance plan during the National Day military parade. He said that, compared with 2015, this year's military parade will be more grand, and Beijing's air pollution is more severe in autumn. Plants may need to stop or decrease production in advance to ensure the effect. The 28 cities that have the greatest impact on Beijing's air quality are the following:
 
Municipalities: Beijing, Tianjin;
Hebei Province: Shijiazhuang, Tangshan, Langfang, Baoding, Zhangzhou, Hengshui, Xingtai, Handan;
Shanxi Province: Taiyuan, Yangquan, Changzhi, Jincheng;
Shandong Province: Jinan, Zibo, Jining, Dezhou, Liaocheng, Binzhou, Heze City;
Henan Province: Zhengzhou, Kaifeng, Anyang, Hebi, Xinxiang, Jiaozuo, Fuyang;
 
Most of the above are located to the north of the Yellow River. Recently, it has been reported that in order to ensure air quality during the military parade, the area will be extended to the entire area north of the Yellow River like Qinghai, Inner Mongolia, and the three northeastern provinces.
